Finance Ministry confirms delay in Vietnam’s asset pilot

Vietnam’s Ministry of Finance has confirmed that it has not yet received official proposals from enterprises seeking to pilot digital asset trading.

Speaking at a press conference on Sunday, Deputy Minister of Finance Nguyen Duc Chi stated that although interest is growing, no formal applications have been filed.

“The Ministry has not received proposals at this stage. However, we are aware that several companies are preparing, including registering new business lines in anticipation of joining the market,” Chi explained.

He further underlined that the pilot program will be selective, with participation limited to five enterprises as outlined in Government regulations. 

The Ministry is expediting preparations to ensure the first licenses are issued promptly, signaling Vietnam’s gradual move toward integrating digital assets into its financial system.

Deputy Minister of Finance Nguyen Duc Chi said the Ministry hopes to commence the pilot digital asset trading program ahead of 2026, while cautioning that the timeline will depend on enterprises’ readiness. 

“With strong collaboration between businesses and our internal units, the schedule could be advanced,” he remarked.

Immediately after the Government issued Resolution No. 05/2025/NQ-CP authorizing a pilot digital asset market, the Ministry began formulating a detailed roadmap. The work has concentrated on drafting decrees to support the pilot operation of digital asset exchanges and related activities.

As part of the process, the Ministry has directed its units to design regulatory provisions covering taxation policies, applicable fees and charges, and accounting standards for enterprises in the sector. 

It has also set up channels of cooperation with other authorities, such as the Ministry of Public Security and the State Bank of Vietnam, to gather input and finalize licensing mechanisms for pilot participants.

Earlier in July, Vietnam introduced its national blockchain project known as NDAChain as part of efforts to enhance its digital infrastructure. Officially launched on July 25, 2025, the initiative is led by the National Data Association (NDA) and will be managed by the Ministry of Public Security’s Data Innovation and Exploitation Centre.
